Based on the dialogue: one of two things are possible -- need to reach Part 7 of Mrs. Muntz's quest line or build/complete Classy Girls.

okay, I rush-built the strip club so that isn't it... I'll rush Mrs. Muntz's quest line.

I just need it so I know what I am working with for redoing my town to fit all this new stuff!
