edit: This was written back when a handshaked building could pay double if the building's time had passed again since the handshake. Well, that's not true anymore, and the list hasn't been updated in forever, so my guide is ... worthless! Well, feel free to read it anyway, lol.
Last updated July 8, 2013 with buildings and cemeteries (thanks Wikisimpsons!) and another change (thanks Abe!)
Many buildings become tappable as one of your three daily actions in a friend's town when the buildings are ready to pay out for the friend. Tapping a 'normal' building in a friend's town means that (the friend can collect the normal amount from the building, but also) the building will start out part way to the next payout after the friend collects the handshake.
You can also spray or remove graffiti (spraying slightly increases your own Righteousness and mopping raises it a lot; thanks for the info A Bad Example).
You can tap Cletus's Farm (very helpful if it's withered, gives your friend more time to claim their harvest), and you can tap Channel 6 and Open Air Stage and Squidport Entrance but I don't think those help your friend.
...
The best advice I can come up with so far, if you're trying to help the most you can, is (tap Cletus's Farm if it's withered, it's your call whether you want to spray graffiti and mop, and) when they're available, tap "normal" buildings besides the under-an-hour ones. The super-short duration stuff won't help much, whereas the other buildings may or may not wind up helping much. (thanks for a lot of this Karin)
There is debate about all that, however. Not everyone is helped by tapping the same things. Perhaps avoid 12, 24 and 48 hour buildings in case your friend likes to have all their 12-hour buildings pay out once in the morning and once at night. You could avoid eight-hour ones as well if you want. Actually, some people might prefer not to have any of their over-an-hour buildings tapped, but then again another friend might not want graffiti or their short-duration stuff tapped. It would depend on the friend. If you're in communication with your friend you could ask, but I bet most would say 'ehh, it doesn't matter.' (thanks for a lot of this sfldboy)
...
I used to think your own buildings could pay out double all at once, but it appears they never do. It could be a change with the Waterfront update. Or it may have been that way from the beginning.
Future events may include things to tap that do special things, like the Whacking Day snake-producing items.
Choosing what to tap is an effort to help your friend more, not yourself. Your rewards will be the same no matter what you tap (except for spraying and mopping graffiti which increases your Righteousness.) Nothing you tap can help them THAT much, and nothing can really hurt them; just maybe annoy them. It may be best not to obsess too much over tapping precisely the best things you could've possibly tapped, lol; no need to even think about this stuff at all if you don't want to. Everyone has their own play style and that's great. But if you want to obsess, be my guest of course!
The Simpsons: Tapped Out gets updated a lot, and its creators sometimes change things within the game, so anything in this guide is liable to change. Or maybe it already has!
...
Here's a list of objects that can be tapped as one of your three daily actions. I listed the time they take to pay out and the cash and exp gained from them (for the person who has them in their town -- payouts while visiting friends are always the same no matter what you tap). This list probably includes mistakes on my part.
contributors: Karin and an anonymous informant and simpsonswiki.net (thanks all!!). It is a mystery whether this list is currently complete or not.
Cletus's Farm
Cletus's Farm's harvest may wither and become unclaimable if the player waits too long after it's ready before logging in. Tapping it for them can reset its timer to give them more time. Especially helpful if the crop is already withered.
Channel 6, probably Open Air Stage, maybe Squidport Entrance
It appears that tapping these doesn't help at all. Thanks much A Bad Example.
City Hall, Moe's Tavern, Police Department, Springfield Elementary, maybe others
Spray graffiti, clean up graffiti. Spraying graffiti gives your friend the chance to clean it up, which can probably slightly increase their Righteousness (one of the Conform-O-Meter stats) (and give them a tiny cash/exp reward). Not everything is known about Righteousness; spraying may decrease your friend's Righteousness more than cleaning it up will. Spraying increases your own Righteousness a little; mopping in a friend's town increases it a lot. It appears little is known about exactly how Righteousness works though. I don't know for example if you gain Righteousness yourself by spraying graffiti in a friend's town, or whether having graffiti or Sideshow Bob in your town too long can lower Righteousness. When it goes down it seems to go down randomly.

Thanks to everyone who has helped me with this guide! And to anyone who replaces it with a more complete or less confusing one, lol. Thanks Karin! Thanks Spider Pig! Thanks lakooo! Thanks A Bad Example! Thanks anonymous informant! Thanks also to everyone who comments on what taps they like to receive!
HUGE thanks to Karin who has made several major contributions to this guide!
HUGE thanks also to A Bad Example for all the help.
Also, HUGE thanks to sfldboy for setting me straight. Until I saw his post I didn't know there was debate on this stuff.
Much of what I originally knew on this subject came from The Simpsons Tapped Out Tips, at tstotips.com. It's an excellent resource for information about this fine game. Thanks.
I found a much more comprehensive page about the Simpsons Tapped Out buildings:
