Water Ballon Fight Update - (proposed)

The snakes will be slithering away soon. So what next? How about a water balloon fight? In the Halloween update we had eggs and toilet paper. What if there were a red and blue water balloon fight?
I did like the idea, in the WD update, of Lisa being able to peek into a town and see snake counts. I also liked the idea of the valentine cards saying where they were from. Any ideas how to combine these idea with a red and blue balloon fight? The best of all three?
Also, seems like Jimbo (+ Noiseland Arcade) would be a must for a water balloon update. As would Herman (though it seems like he's in the pipeline already). Who else fits a town war?
