Almost all the buildings effect an element of the Conform-O-Meter. Each building has a point value (almost all of the values are 10 points, as outerhaven pointed out with the Restaurants for Gluttony), and those point values are applied to one of your Conform-O-Meter's ratings. Each building's point values are below, along with what Conform-O-Meter they influence. (I will be tidying this up in the near future!)
Here's a breakdown of how many buildings you need for each Rating, with the breakdown of what buildings boost what ratings at the bottom of the thread.

Level 26: 152 points

Level 28: 162 points
Tree Hugging & Vanity
These are pretty easy to get, so I won't list the requirements. Be aware that the more expensive decorations provide less points/$ than the cheapest items. (Meaning, if you spend $1000 on smaller shrubs, you'll get more points towards tree hugging than spending $1000 on 2 more expensive trees! The same applies to vanity.)
Here's the breakdown of the buildings/decorations and the rating(s) the boost.
Indolence: (referred to as "Housing" in the Raw Files)
Regular (170 points): Simpsons House, Brown House, Flanders' House, Cletus' Farm, Purple House, Blue House, Van Houten House, Pink House, White House, Willie's Shack, Orange House, Retirement Castle, Muntz House, Krabapple Apartments, Burns Manor, Wiggum House, Fat Tony's Compound
Premium (20 points): Frink's Lab, Otto's School Bus
Limited Time (20 points): Bad Dream House, Cool Brown House
--So, without duplicates, it's possible to have 210 total points towards Indolence. It doesn't matter what type of houses you use since they are all worth 10 points.
Gluttony: (referred to as "Restaurant" in the Raw Files)
Regular (100 points): Krusty Burger, Gulp N Blow, Java Server, Moe's, Gilded Truffle, Skip's Diner, Luigi's Pimento Grove, El Chemistri, Businessman's Social Club
Premium (20 points): Lard Lad Donuts, Asia de Cuba
Limited Time (30 points): Phineas Q. Butterfat's, O'Flanagan's Pub, Swanky Fish
To be Determined (30 points): Springfield Coliseum, Duff Stadium, Sleep Eazy -- The game files code these as restaurants, but the codes don't appear to be active.
Consumerism: (referred to as "Shopping" in the Raw Files)
Regular (30 points): Kwik-E Mart, Android Dungeon, King Toots
Premium (10 points): Try N Save,
Limited Time (40 points): House of Evil, Mapple Store, Howard's Flowers, Sir Putts a Lot
--If you have all of these items, no duplicate Kwik-E Mart's are needed at Level 27. Otherwise, you will need extra Kwik-E Marts to exceed 72 total points.
Obedience: (referred to as "Service" in the Raw Files)
Regular (152 points): Springfield Elementary, Nuclear Plant (10 points each building, 30 total points), Library, Church, Jake's, Springfield Downs, Police Station (1 point), Penitentiary (1 point), Town Hall, Post Office, Channel 6, Hibbert Family Practice, Hospital, Buddhist Temple, Adult Annexation Annex
Premium (50 points): Observatory, Krustylu Studios, Aztec Theatre, Duff Brewery, Lugash's Gym
Limited Time (10 points): Fort Sensible
Decorations: Stop Sign (1 point), Hail Ants Sign (1 point), Ambulance (30 points), Police Car (40 points)
Tree-Hugging: (referred to as "Environment" in the Raw Files)

Limited Time: n/a (for now)
Vanity: (referred to as "Decorations" in the Raw Files)
**I'm not listing all of the decorations that boost Vanity. There are a lot (but I will add some noteworthy items in the near future.)
Regular: Bart's Treehouse (100 points), Escalator to Nowhere (1000 points), Popsicle Stick Skyscraper (2000 points), 50 ft. Magnifying Glass (3000 points)
Premium: Butterfly Tent (200), Springfield Sign (1800), Tire Fire (800), Bench w/ Towel (6), Green Dumpster (200), White Fence (40), Hammock (200), Crap Car (310), News Van (200), Broadcast Dish (200), Cannon (200), Burns Limo (200), Tetherball (200), Mt. Carlmore (1200)
Limited Time: Cemetery (100 points), Pet Cemetery (100 points)
Righteousness: (referred to as "Crime" in the Raw Files)
**I'm not sure exactly how this rating works with Vandalizing, but there are 2 buildings which boost your crime rating. Outerhaven found in the Raw files that you lose 5 points every time a building is vandalized, and gain 1 point back for cleaning it up. We are still investigating to see how you can have 5 stars in Righteousness when you appear to lose 4 points every time a you get vandalized and clean it up. The code adds up, but the logic doesn't. Perhaps there's a time element, but not quite sure yet (just a theory).
Regular: Police Station (10 points), Penitentiary (10 points)
Premium: none
Limited Time: none
The following buildings apparently don't impact the Conform-O-Meter: Barney's Bowlarama, Volcano Lair, Super Collider, Mausoleum, Santa's Village
The black hole is the one decoration I saw that had no apparent Conform-O-Meter boost.
