Okay, I'm putting this here as it's not confirmed it'll be coming yet. In the files for the Monorail event is a Job Manager. Basically, the Office of Unemployment will get a new task, job manager.

There are icons of clocks, 1 hour, 4 hours, 8 hours, 12 hours and 24 hours. From what I can gather from the little information there is on this, I'm going to guess you tap one and everyone goes on a job of that length if they have one.
Of course, I may be wrong. But what else could it be?
