I started this event 11 hours ago. I just checked back into my town and visited all my friends, and I'm already at 2339 carbon rods.
Anyway, here's my theory on how this update is going to work: The final prize of Issue 1 is Clownface, and the icon on top of Issue 2 is Clownface. The last prize of Issue 2 is Dr. Colossus, and he's the icon on top of Issue 3. So to unlock the next issue, you have to finish the issue before it first; you have as long as you need, but it won't unlock until the set dates.
Edit: Corroborated by TSTOAddicts from the Issue 2 game files.

So I have done the math - and also considered what other forums are saying If you are required to complete all issues / chapters before you can move on to the next one, here is the number of items to collect per day in order to collect all prizes: - Spoiler Issue 1 - From 19 Feb to 23 Feb 3700 Carbon Rods per day
Issue 2 - From 24 Feb to 9 March 3930 Pie Bombs per day
Issue 3 - From 10 March to 23 March 4393 Freeze Rays per day
Issue 4 - BIG MYSTERY REVEALED ON 24 MARCH!!!! :-)

Good to know, but still not sure how much grinding will be required to win all the prizes. 3700 per day sounds quite steep, although it does seem that the carbon rod payouts are relatively high and increases with upgrades to the HQ. I wish there were more character jobs that payout in event currency.

So it's a good guess that you can start issue 2 after you finished issue 1, but not before February 24th. If you finished issue 1 earlier you can go for the bonus boxes.

Assuming that this is the case, I think it's a big improvement over Halloween or Christmas, where one may have had time early in the event, but not late (or vice versa), you still have a chance to get everything. By staggering the start dates, those who donut events can't finish it in 1 hour and those who can only play at certain times aren't necessarily harmed like in the prior iterations.

Issue 4 - BIG MYSTERY REVEALED ON 24 MARCH!!!! :-) This will work if you're shooting to finish each issue just as the next issue is being released, but in reality I think the event is designed for each issue to "spill over" into the next issue a bit. Then again, we don't know how difficult the second and third issues will be to complete; they require a considerably higher amount of event currency to finish (55000 and 61500, respectively), but there's a good chance the payouts for everything will increase too. Can't go wrong with staying on top of each release, but missing the goals here by a little bit shouldn't be cause for panic. Personally I probably won't reach Clownface until a day or two into issue 2.

The Burns State Prison unlocks a 16 hour task "run smuggling operation" for Legs, Louie and Fat Tony.

I can't find any mention, how to get him.. He was abailable back in October 2013 as an episode tie in. I am sure he is being rereleased this update as he is under the vigilante character screen

19.648 Carbon Rods and thus Phase 1 complete.. I'm surprised how easy it was to get enough rods, virtually without doing much.. Some of the other events have had much tighter tapping-requirements..

I think it has good that carbon rods can be accumulated from all neighbors. I realize it is only 3 per neighbor after the felon taps are used, but atleast something from all neighbors encourages players to go to every neighbor. In other events, I only tapped until my event taps were used, then started at that spot the next day.

It's taken a while for EA to figure out how to perfect the social aspect of events so that those with more neighbors get more rewards, but those with less can still finish the update, but I think they nailed it here. I've been visiting all 100 of my neighbors daily during this update, but I'd probably do so even if there wasn't event currency to be gained.

It used to be you got the rewards per neighbor on your 1st visit as you did on your 101st. That is still busted, so i keep 30 active neighbors, as more is not worth the time to visit.

Yeah, I don't like rewards decreasing in value either. If anything, shouldn't they increase because you're putting more time into the game?
