The Basics
Santa has come to Springfield, lured by tax incentives, and he's brought some elf workers with him. He comes with the Toy Workshop (left), and they enter through tunnels in the Elf Cave (right).
Part 1
This update, like Halloween, has phases. Part 1 lasted until 24 December at 1700 UTC, then a new currency arrived and a new set of prizes was available.

On your screen bottom left, above your currency count, you can keep track of your presents:
Top right is a button for the elf tunnels (unlocked following Jingle Bell Wreck Pt. 3):

Toy Workshop
Each elf has a Make Toys 4h task that results in 4 presents. The elf is automatically sent on this task when tapped:
If you have earned the Toy Workshop Bell (Part 1 prize), ringing this bell will send all elves in your town to work.
Certain characters have 4h tasks at the Toy Workshop. Regular characters produce 2 presents, and premium 4 presents. With some elf tunnels, additional characters' tasks are unlocked:

Daily Tunnel Tasks
Elf tunnels are a way to get more elves into your town to make more presents. They also generate prizes. A new elf tunnel opens each day at 0800 UTC. Each has a 24-hour countdown. Complete all tunnels before the end of Part 1(?), and you'll receive Zutroy.
Notes: The countdown will not start until you begin the first task. You can also complete the tunnel even if it takes more than 24 hours; you just will not get the bonus.
Another note: A number of players are reporting issues accessing the tunnels the first time they log into the game. Try visiting the neighbor screen or exiting to wake up the elves. (More discussion here.)
Visiting Neighbors: Presents
Tap buildings in neighbors' towns with presents floating above them:
You'll be rewarded with game currency plus event currency. As with the past few events, there is a limit to the number of event currency one can collect from neighbors per day and diminishing returns.
Visiting Neighbors: Feds
After Jingle Bell Wreck Pt. 9, you are given the option to send Feds to your neighbors' towns to search for illegal elfiens. At the top right of each town, you will see the Fed button:
Releasing a Fed counts for a daily task in the town (i.e., either release a Fed or tap a present-building for each of the three daily tasks). When your neighbor catches the Fed, it will reward the neighbor with event currency.
Unlike special neighbor drop items in the past, where we had only so many to give to all neighbors, we can drop three on each neighbor. However, there is a limit of Feds per town (ten?), so your neighbor might already be full:

Part 2
Part 2 started after the end of Part 1 and ends on 13 January at 0800 UTC. Christmas has been saved by Springfield (who would've expected that), but now the party-crazed elves won't leave.

Collecting and Shooting Elves
Following Project After-Party Pt. 2, elves pop up all over Springfield partying like it's 1999. (They also generate from the Elf Tunnel at a rate of 4 every 8 hours.) Your job is to collect them and shoot them away via cannon.
When your town is maxed on elves, you'll get a note:
(You probably also get a note when the town is cleared, but I've probably never managed that feat.)
Collect elf bottles: Simply tap an elf as it shimmies its way through town.
Shoot the elf to oblivion: Tap the cannon to send elves away. The cannon fires 3 times before it must rest. The number of elves per shot, bells per elf, and rest time are based on cannon level.
Elf spawning info: (from tom7363 here) "The spawning rate is 3 elves every 30 minutes, from 25.12. 8:00 till 26.12. 08:00 it was 3 elves every 15 min.
Maximum in a town are 40 elves + add. 20 in some extra storage (EA calls this "bank")"
Upgrading the Cannon
This works not unlike the castles in the Clash of Clans update. After receiving the Cannon Control Building (prize 2), you can start to collect cogwheels and upgrade your cannon. Cannon stats are accessed by tapping the Cannon Control Building:
My cannon is level 1, sending 9 elves per shot, earning 2 bells per elf, and with a cool-down period of 3h45m. To upgrade I need 20 cogwheels. The upgrade will reduce cool-down by 15m.
To get cogwheels: Cogwheels are the fifth-day reward for visiting your town. More importantly, once the Cannon Control Building has been placed, elves collected in your town can drop cogwheels:
Probability of cogwheel drop is 0.3, so you should see them some 30% of the elves (thanks tom7363).
To upgrade the cannon: Tap the cogwheel in the Cannon Control Building popup when you have the required number of cogwheels. The game will tell you what was upgraded:
Visiting Neighbors
You can again see neighbors' progress:
The landing zone is now the Elf Cannon.
Event-tappable buildings are marked with bells:
Tapping Elf Cannon or Elf Tunnel gives extra elf bells to you and give bells to your neighbor. (Tapping other buildings does not give the neighbor elf bells. Tapping these specific buildings does not affect the regeneration time, but they are available to tap whenever clear.)
As with recent event visits, you receive a diminishing number of elf bells as you go along.
Does this mean we'll get to fire bottled elves directly at neighbors after some point in the questline? Maybe not...
