So if Homer is tied up doing his 24-hour "On Strike" task, and is the initiator of the 4th tunnel task series, how is it possible to complete this without using donuts?

The 24 hour timer doesn't start until you start the first quest... so just wait for Homer to be done and then start the 4th tunnel.

You get one tunnel a day, so Tunnel 7 starts at 10am GMT +2
