Quest lines

If I missed a quest line, is there any way of re-running the same quest somewhen in the future or will I be forever doomed ?
As I missed lots of events in the past I am wondering how to get up to date with those missed quest lines and more importantly the unlockable special tasks of certain characters which are connected to them.

Example. I missed the fire department quest line last year therefore I can not send Ralph to the task 'DO TRICKS' because it requires a quest.
So the question is ... is there ANY way for me to retrieve those lost quests, will they be perhaps available in the future with another event or is it something I just have to live with it (with the fact that I will not be able to get it)?

I think, that if the item or character is offered again (probably for donuts, and you buy it) they will re introduce the quests, otherwise can't see a chance.

Hope thar I am wrong and some player with more know-how has more info and tells.
